The long term commander, a gentleman and all round educated man. He is noted as cold even for a Valhallan toward his conscripts, but loyal to a fault to his veteran troops
Replaces a company commander
Equipment The Ice blade of Emperorgrad - This ancient relic was discovered at the siege of Emperorgrad, and was a beacon of hope in that beleagured city. Power sword granting +1 strength in combat
Carapace, refractor, bolt pistol.
Officer and a Gentleman - must 'duel' any independent character in the opponents squad. Gets +1 to hit in such combats to represent his training, but can only strike the character.
Cold commander - Conscripts in his army can not capture objectives but do not count toward Kill points.

Can I do The Last Warning?... although Belial's profile suits him nicely, really. If I was going to make custom rules it'd only be a short step to writing the whole army, as it has about 5 different units total.
Don't get me started on Tyranids. If I did rules for my devourer Tyrant as I see him in the fluff, he'd be upwards of 250 points (or 375 in the new codex... *sigh*).

You probably want to state that Officer and a Gentleman forces you to place Kerensky in base contact with the enemy character, moving friendly models out of the way (by the minimum amount, etc) if necessary. Dunno how expensive Guard HSOs are in general but I'd peg him at cost for HSO with power weapon/carapace/refractor/bolt pistol plus 5-10 points. My turn then. Amhet's fluff is in here somewhere in short story form. Ruleswise I daresay he'd look like this. I'll use the new codex as a basis. Hive Tyrant designated "Amhet" WS8 BS4 S6 T6 W4 I5 A4 Ld10 Sv3+ Unit size 1 Points cost: 340... maybe Weapons: Two twin linked devourers (with brainleech grubs or whatever they're called), two sets of scything talons. Amhet may only use two of these weapons per turn - declare which at the start of the turn or at the start of the shooting phase. When using both his scything talons, Amhet gains +1 Attack. Biomorphs: Winged Psychic powers: Crippling Fear, Warp Lance, Paroxysm, Warp Field - Crippling Fear: Always on. Amhet's Indescribable Horror rule also affects all units within his Synapse range. - Warp Lance: As per Zoanthropes. When he fires it, Amhet may still use one of his devourers. - Paroxysm: standard. - Warp Field: Always on. 3+ invulnerable save. Psionic Combat: If Amhet hits with at least 4 attacks in close combat, he may also make a single Warp Lance attack against any unit he is engaged with. The Warp Lance is delivered at Initiative 1.

70pts for Colonel Kerensky seems reasonable, I probably wouldn't mind him being 60pts, the only thing I would say is that Initiative 4 is very unusual for an Imperial Guard character.
I am instinctively uneasy about monstrous creatures with a 3+ invulnerable save, but then at 340pts its so expensive that its probably not a problem. I can't comment in that much detail as I still haven't got or read the new tyranid codex yet.
Anyway I think I shall have my Word Bearer Dark Apostle:
The Dark Apostle Cyrus the Corruptor: WS BS S T W I A Ld Sv 5 5 4 4 3 5 3 10 2+/4+
Wargear: Terminator armour, combi-bolter, the Unholy Star
The Unholy Star: A potent daemon weapon, in addition to the normal rules for a daemon weapon the Unholy star also counts as a personal icon and provides Cyrus with a 4+ invulnerable save.
Special Rules: Demagogue - Cyrus is a skilled orator capable of driving his followers forwards in the face of the most terrifying foe and striking fear in the hearts of his enemies. Cyrus and any squad he joins are Fearless and any enemy units in combat with Cyrus are at -1 Ld.

You going to give Cyrus a Chaos Mark?
(And yeah, a 3+/3++ save on a monstrous creature is nasty, until you factor in my inability to roll armour saves and the ridiculous points cost. Don't worry. Everything in the new Tyranid codex is far less effective than its equivalent points in Genestealers anyway.)

He would have the Mark of Chaos Undivided if it still existed in that form, but in any case the icon of chaos glory (the equivalent to the Mark of Chaos Undivided these days) only gives you a re-roll on morale checks, kind of pointless if you're fearless
