Update: Interrupts are out, these character special rules are in:
Bodyguard: The model has one or more models specified as its Wards. Once per game, immediately after a model has declared that it is shooting at one of the bodyguard's Wards, the Bodyguard may immediately Move and interpose itself between a firer and the endangered Ward so long as said Ward is within 3" of then. The model which prompted this move may not shoot at the Ward this turn, and the shot that prompted the move is resolved against the Bodyguard.
Overwatch: The model may choose to go on Overwatch for its action this turn. It may not move or shoot (though it may Lie Down or Stand Up) and nominates a 45-degree arc for it to be watching over. It may interrupt enemy Move or Run'n'Gun actions that pass through this arc (at a point in the enemy movement of the Overwatcher's choosing) to shoot at the enemy whose move it interrupted. Models shooting in this way do not receive their weapon's Stationary bonus.

Update #2: Having conducted the first playtest (!) it was concluded that the system works, except for horses being badly broken, and shooting not being strong enough. I've corrected for this by making it much more damagey (although the sniper rifle could do with maybe being more killy still). The setting is also going to switch to fantasy, because the rules fit swords and stuff like that better. After all, art of my motivation for making the game was to make the close combat feel a bit more visceral than in other games.
Erratum on the Raiders list: The sniper rifle should have Critical Fatality (6+) not (8+).
